Subtracts two vectors.

Parameters
- a: BaseArgType
  Operand vector.
- b: BaseArgType
  Operand vector.
- Optional dst: T
  vector to hold result. If not passed in a new one is created.
Returns T
A vector that is the difference of a and b.
